Abstract
The article deals with the problems of risk reduction and mitigation of natural and anthropogenic emergencies in Ukraine, which are of paramount importance and are a priority area of national security. It is proved that in the process of transformation of risks in the environment, their characteristics can change. It is established that strategic environmental assessment plays a leading role in the process of strategic environmental risk management.
